Two former Governors joined with current Colorado Governor John Hickenlooper yesterday to kick off the ballot campaign to reform state personnel rules. It’s an amendment that even Hickenlooper admits could be confusing for voters at the ballot box. Bente Birkeland has more from the state capitol.
