Colorado voters are one step closer to deciding whether to change the process of how state employees get hired. A house committee has passed two measures to reform Colorado’s personnel system. The bipartisan proposals are among the Governor’s top legislative priorities and took months of negotiations. Bente Birkeland has more from the state capitol.
